Joyce Dion was born September 7, 1942 in Connecticut. She took her degree from the University of Connecticut and became a foreign language teacher at a local high school. She entered the DoDDS system in August 1967. Her career overseas spanned 29 years starting in Japan and ending there with her retirement in 1996. Joyce also taught in Clark AB in the Philippines, Bentwaters-Woodbridge in England and Torrejon AB in Madrid, Spain. She eventually moved into the post of Foreign Language Coordinator for the DoDDS-Pacific schools at the headquarters in Okinawa, and, for her final assignment, moved back to the Tokyo area. She attained two Masters Degrees prior to leaving DoDDS.

Returning to Connecticut, she taught one final year before fully retiring in 1997. She passed away of an apparent heart attack in July of 1999 and is buried in her hometown of Willimantic, CT.
